My popcorn wasn't finished popping and i opened the bag -- can I close it with tape and put it back in the microwave?Is it okay to put regular, clear tape in the microwave?

You could try it. Not as if the microwave will self destruct. The tape won't be the problem it will be re-popping the popcorn.
So it can't hurt to try it what do you have to loose?
The worst that would happen is your tape wouldn't be able to handle the microwave and it would melt. If this somehow got on your popcorn, I wouldn't suggest eating it. :)
