Clearing up a bad quality video tape?

I am talking about a surveillence video tape in black and white.

The sound on this tape is also bad quality. Anything to make it more credible will help.Clearing up a bad quality video tape?
Here is a tutorial on restoring bad quality vhs tapes.

It isn't possible to create a perfect video with perfect sound out of something that is far from being perfect. You can make it a little clearer and cleaner looking, but you can make it perfect.

If you are a really good artist, you could go frame by frame (or picture by picture) and re-draw some of the pictures back. As for the sound, there isn't much you can do with bad quality sound. You can download mp3 gain (go to google.com and type in download mp3 gain) and make the audio louder. Making an audio file louder can distort the audio even further.

I think you would need a professional editing team to do that. Or maybe you should get your money back for the crappy Nannycam
