I don't think clear duct tape exists...I think you are thinking about packing tape.
And you can definately buy it at home depot...also any other hardware-type store. Its everywhere.
umm any hardware store. try walmart. its open 24/7
simple... just go to you local hardware and you can pick up some cheap as chips lol!

You can get clear duct tape at about any major store, Home Depot, Lowes, WalMart, Ace hardware.. nomally costs about $4 a roll.
I've never seen clear duct tape but you can try packing tape. Hope this helps and yes you can get the packing tape at Home Depot or a U-Haul rental center
